I am a licensed builder in the state of Michigan. This shiould be easy to answer. A builders license is need for any work that is equal or greater than $600.00 for labor and materials combined. The fine is now a minimum of $5,000 and maximum of $25,000 and not more than one year in jail for the first offense. No provisions are made for "handymans". A builder's license is easy to obtain. No electrical, Plumbing, or mechanical work whatsoever can be performed by a handyman without a cooresponding license for that trade. As a licensed builder, i know that if I were to perform any of these trades, I would be subject to fines and possible jail time. If a handyman did contract these trades out himself, then he would be acting as a builder. These trades are required to be contracted out by the homeowner directly in order to comply with the licensing laws. If a handyman submitted a bill for any work that is $600 or more, than the customer is under no legal obligation to pay. If this ever went to court, the court is obligated to side with the customer as a court can not order a judgment for illegal practices. The handyman could also be subject to fines and jail time at this point for admitting to violating the builders law.

No, one does not to have a license to be a handyman in the state of Nebraska. Most states do not require licensing for this line of work.
