Well a Surgeon is a physician who specializes in surgery.

A Physicain is a person who is legally qualified to practice medicine; doctorof medicine.

So the difference is the surgeon does surgery on people and a Physicain practices medicine.

Doctors and surgeons perform different duties. Doctors, medically speaking, perform tasks such as diagnosis, treatment and some small sugical procedures (this is by no means all of their tasks). A surgeon is a Doctor Who has specialised in surgery, that is, they are the ones who cut you open to do internal work on the body. A doctor will refer you to a surgeon if they feel it is necessary.
