Yes and no the Men that has been circumcised on average have a greater deal of trouble with premature ejaculation. However on the other hand many also have trouble stimulating the glans of the penis which is made far less sensitive as a result of constant friction on underwear and the effect's of drying out as a result of constant exposure to the element's, something it was not designed to withstand. so on average they last longer but not voluntarily. The intact penis on the other hand is easier to control for the man and techniques can be developed to increase duration.
