Month and year (or last digit of the year as it looks like in this case). All of the ones that I know of, list the month first. So this example would be expired the last day of April, 2010.
According to the Petco website at www.Petco.com, coupons generally expire the last day of the month after the month in which they are issued. For example, a coupon issued in February of 2012 would normally expire on March 31, 2012. To avoid confusion, the coupons have expiration dates printed on them.
As far as I know inspection stickers are good till the very last day, but I recommend you go in the begining or middle of the month to avoid lines from everyone else that's waited till last minute.
Usually debit cards expire within 2 to 3 years of the date you got the card. The expiration date on the card is next to your name. It says 'valid thru'. The first two numbers is the month (ie 01= January; 10= October) and the last two digits after the slash is the year (12= 2012).
The last month in a year is December, since January starts a new year.
November 2011... first day of the month on the third day of the week, and the last day of the month on the fourth day of the week.
As long as your visit is not intended to last beyond the expiry, or you renew your visa prior to expiry then there should be no problem.
