a solar panel uses uv rays for energy. so yes it does use light. afterall the sun is the ultimate source of energy!
Heat is thermal energy. Another name for no thermal energy is cold. So I'm pretty sure that it takes the heat to harvest electicity. (Thermal energy is the movement of molecules. if they are moving fast its warm or they are moving slow its cold.)
