A substance that has a low specific heat needs less heat to increase its temperature. In other words under a constant heat flux it will heat or cool more quickly than the higher specific heat substances.

A substance with low specific heat cannot absorb alot of heat energy so its temperature increases quickly because it cant absorb the heat. Remember there is a difference between Heat energy and Temperature. The ocean can absorb alot of heat energy but still feel like its cold in temperature. The tip of a needle can be at 1000 degrees temperature but there is hardly any actual heat energy in it because its so small.
