Probably not as plumbers are not usually certified in heating systems. You need a HVAC Technician for this type of work. It depends on what kind of system you have. State requirements vary, but plumbers are usually needed in matters regarding boilers, hot water heaters, etc. Then a state inspector comes out to verify that the work is done properly. Whomever you hire to do the repairs will be aware of these requirements.
