Does armor still affect spellcasting in Skyrim like it did in Oblivion or does the armor class not affect the effectiveness of spellcasting anymore?

Armor no longer reduces spell effectiveness, the 'spell effectiveness' stat no longer truly exists. The magnitude of the spell is determined entirely by your skill in the relevant spell school, plus any applicable perks from that school's skill tree, and then reduced by the enemy's Magic Resist, if relevant. So the effect is still the same, whether you are in full daedric, or wearing nothing.
What Skyrim does instead is to have robes and other wizardly items give you magic-related bonuses, rather than have armor apply penalties. You've got things like hoods that increase your magicka points, robes with a fortify effect on a chosen school (A fortify effect on a spell school makes spells from that school cost less to cast, rather than make them more effective), plus increased magicka regeneration.
