Yes, water can be radioactive. In fact, on Earth, just about any water you normally find has at least traces of radioactive tritium in it. But it can also have radioactive oxygen, and any of a large number of other radioactive things in it. This is natural, and not necessarily the result of any human activity.

i think being radio active(not being exposed to radiation, but actuly being radioactive) would kill you. i think this would affect your ability to float. i forget if dead people float or sink, but living people can affect their boencey, so yes it would, as dead people cannot affect their bouencey.

It can be. Rain contains small amounts of dust from the atmosphere. If there is radioactive dust in the air, perhaps following a nuclear explosion, then it may be carried down in the rain.
