Carbon Fiber itself has a high resistance, but will still conduct electricity. Carbon-fiber-reinforced polymer may not a easily conduct due to the infused polymer (which dose not conduct) that may insulate the carbon strands.

Yes carbon has free electrons and conducts electricity well. Different fibres have slightly different resistance but would be considered a good conductor. Resins that form the matrix are generally insulators. Overall I have found them to be very conductive and where this is an issue, perhaps where there metals in proximity and there is an issue with galvanic action, I use E-glass, para-aramid or meta-aramid to form an insulating layer, as these fibres are highly insulating.

It conducts to some degree in the plane of the rings, but not very well in the direction perpendicular to the plane.

Electrically, carbon fiber is conductive. Carbon fiber composites have a polymeric binder which may insulate the fibers.
