First Class mail is not the same as Priority Mail. Packges to be sent First Class must not weigh over 13 ounces, and there is no flat-rate box with First Class. Packages over 13 ounces can be sent via Priority Mail, which does includes flat-rate boxes, in addition to regular Priority Mail zone-rate shipping. For USPS, expedited mail is the same as Express Mail and it is overnight delivery, the fastest available from USPS. For UPS, there are several options for next day delivery, which would be the same as expedited mail.
Ahhhh, I love questions like this. This is why I tell people to save their envelopes! It starts the day the notice is sent out, which means, it should also be postmarked that same day. Either way, the date of the postmark is usually the official beginning of the notification. I have had several people, that received correspondance dated one particular day, but didnt mail it out till three or four days afterward, eating up their time. But I have actually won cases on postmarks as that is the official time clock. Otherwise, people would date things a certain date, and wait for several days to mail it out and then claim, your time is up, when it really isn't as how could it up when you failed to actually MAIL THE NOTICE. Believe me, if you have the envelope you received it in and the postmark is a different date, the courts will go with the postmark. This is great information for utility shut off also. They always have a habit of not mailing it out that same day.
