No but if you take alot of cinnomon (cinnomon capsules) and/or large doses of Chromium Picolinate they both cause lowering of blood sugar.. Plus with the Chromium, when you take large doses for afew months you find that you lose weight..
There are quite a few studies which show that people who consume caffeine from coffee have a lower risk of type 2 Diabetes than people who do not drink coffee, most likely due to coffee lowering blood sugar levels. (The best way to find these studies is to go to the PubMed website and search for "caffeine and sugar". Pubmed is a huge online database of medical studies, accessible to everybody).
However, it is not possible to give an answer to caffeine in general, since the data indicates that the source of the caffeine does affect what it does to blood sugar levels - coffee seems to have a stronger effect than tea, (although tea does still have some impact), and caffeinated fizzy drinks do not seem to cause a blood sugar lowering effect (even when they're sugar free fizzy drinks).
