Cattle manure is good to make any plants grow, grass or not. But, manure is best used in your garden than on your lawn. Manure is also best used out in the fields or spread out in the pastures.

Although manure is a useful form of fertilizer it would be an overstatement to say that plants need it. There are other forms of fertilizer.
The reason why dogs roll in cow manure, is because it is a new scent for the dog and he or she is curious. By rolling around in it, the dog is able to take the scent back home to study it further and share it with the rest of the pack.

It is a source of Energy, so its a bit like the sun, when the sun itself gives light to plant to grow, the cow manure does the same.

Yes, it is, especially if allowed to compost for several months before spreading out on your garden, field or pasture. It is high in nitrogen, though, and lower in phosphorus, so if your soil is needing both N & P, you might have to supplement with another organic natural fertilizer, like chicken manure.
