No ! The presidential elections are not always on a leap year. Even though a leap year is every 4 years, not every election is a leap year. The notable exceptions are years that mark centuries (example 1800, 1900, 2000). If those years are not divisible by 400, then the year is not a leap year.

No, the presidential elections are held every 4 years and that year is normally a leap year except for the "turn of the century" that isn't divisble by 400. Example 2000 was a leap year but 1900 and 1800 were not, 2100,2200,2300 won't be leap years but 2400 will be.

There are a lost of different calendars used in the world. They also include leap years, but not in the same way of adding a day at the end of February. Calendars such as the Hebrew or Islamic calendars have different months and they do their leap years in different ways. The same would be said of many other calendars. So countries all around the world do have leap years, but not in the way the Gregorian calendar does it.
