Yes it certainly does. In the first place the foreskin is very rich in nerves that are specifically designed to increase sexual sensation. add to that that without the fore skin covering it the glans become dry and its surface becomes damaged leading to a marked reduction in sensitivity. Circumcised men lead the pack in maters of penile malfunction.

As a circumcised male, I can't judge that, but I can tell you from a woman's perspective (or so they have told me) they prefer circumcised men. It is both a hygiene issue and the sensation of the rim of the head of the penis sliding along her G-spot. Of course, this can happen with uncircumcised men, but the foreskin will cover up the head frequently during sex.

One advantage of not being circumcised is that you look bigger when flaccid. That's about it.
