Fire is a combination of matter and chemicals. This is called a chemical reaction.

The flame is made up of gases like vaporized fuel, carbon dioxide, carbon monoxide, water vapor and other gases. All these are matter - occupying space and have mass. The light and heat produced though are energy not matter.

all light is composed of photons, 0 mass particles that are referred to as force carriers. They are not matter by general science standards, though in quantum science, the answer becomes more difficult to answer, as there are multiple conflicting theories in every area of quantum science.
