Most of the time. Almost any gas will turn into a liquid when it is sufficiently cooled. The temprature at which it turns into a liquid varies with each substance eg. water vapor will turn into a liquid at any temp between 1-99 degrees centigrade where as oxygen will turn into a liquid between -218.78 and -182.94 degrees centigrade. Why "most of the time" and not "always"? Some gases are below their triple point pressure at ordinary atmospheric pressure, meaning that they go directly from the gas state to the solid state without ever being a liquid. Carbon dioxide is one such gas; it's possible to liquify carbon dioxide, but only after compressing it to a higher pressure first.

i am pretty sure it is cooling then heating because once it cool the heat willl make it into a liquid.
