Well, if these parts are made smaller they will probably be made with less material, and with less material they will be lighter too. But changing wheel sizes isn't anything you can do w/o consequences, and on a bike with a rim brake it'll most likely put the new rim out of reach for the brake pads. If it's a hub brake changing wheel size will also change the pedal clearance to the ground. Then there is the issue with gear ratios. A smaller wheel will cover less distance per revolution than a bigger wheel, so to keep the pace you would need a smaller sprocket. Smaller sprockets, with less teeth engaged wears faster than bigger sprockets. On top of it all bike weight isn't that important most of the time. You need to think of it as bike+rider. What you can lose by a replacement like this is probably comparable to what you'd lose if you went to the toilet before riding.
