Offer the cow food like hay or cow feed. Don't push towards it, let it come to you. Never greet a human un-friendly cow in a closed/ small space. It might become scared and hurt you by accident. Try to greet them behind a fence while offering food at first. Then you can move into an open field (with a safe exit just in case the cow(s) becomes too excited).
Are you asking is it okay to ride a horse when they are on just hay? It is completely fine to ride a horse that is on just hay. My horse is fat as a cow and she was on all hay, no feed all summer. I rode her regularly.

Sure. Ever see a rodeo? There's a guy who rides a buffalo in lots of rodeos - and we used to have a milk cow who was gentle enough to ride. They're built much differently than a horse, not very comfortable, and usually not tame enough to ride - but it's entirely possible nonetheless.
It depends on what you need the animal for. You can ride both, and you can get milk from both, and you can show both, however, horses are better for riding and cows are better for milking and while you could ride a cow, it is definitely not a good animal to ride, unless you are into buckin' bulls. So, if you want milk/beef, a cow would be more useful. If you want an animal to ride and to compete on, a horse would be more useful.
