Actually, not all cheese has lactose. Typically hard aged cheeses, such as cheddar, contain little to no lactose.
All Cabot cheeses contain zero (0) grams of lactose. Eating any aged cheese should not affect those with lactose intolerance, regardless of how much is eaten, because lactose - the major carbohydrate of cheese - totally disappears within 3 to 4 weeks after the cheese is made.

I believe that it is goats milk cheese they can eat without a problem Goats milk contains low fat and milk sugar. Actually, goat cheeses do have less lactose but so do Swiss and Cheddar. The older the cheese (and therefore most likely harder) the less lactose that survives. Any cheese has less lactose with age but the cheeses above have less as a class. Cottage cheese, Velveeta and other soft, especially processed, cheeses have the most lactose
It depends on how you're using it. Usually, people just say "goat cheese" to mean cheese made from goat milk. If you're talking about cheese belonging to a goat, you'd say "goat's cheese."

Not if you are watching fat content. Goat cheese has a higher fat content than cheese from cows. However, goat's cheese has some nutrients that are little more or more readily available (plus it does not contain lactose) which might make it a more healthier choice than cheese from cows. But that isn't to say that goats milk is still healthier than cow's milk cheese, because both are just as healthy as the other. It's just a matter of opinion as to which you think is best.
