It's called spice and is nowhere near being close to marijuana in any way. They only test for it in states in which it's illegal. Also, some states will text minors for spice wether it's legal or not.
Keep in mind, spice is nothing but useless backyard plants dried, crushed and sprayed with hazardous chemicals. These chemicals cause severe nerve damage as well as other serious side effects.
