Hello. Being a Geography teacher for 6 years now I always tell my students that technology should help students learning and not hinder it. Listening to music to while working is something your students (assuming your a teacher) should be allowed to do because with ear buds it can help those who need noise to work and at the same time it dosent distract those who need it to be a quiet environment. - I think that my point here is very valid and by doing so your students may appreciate you more.
it help them concentrate so they can learn properly
Yes it can. In a way. The music is so loud it blasts in your brain and your brain tells you to keep up with the music so it makes you run faster.
The difference between classwork and homework is that homework is designed to be completed at home with the help of a parent or gaurdian if needed, while classwork is to be completed in class time whilst being supervised by the teacher. If the child does not complete there classwork it is up to them to finish it in their own time e.g. lunch or at home. If this is happening numerous times arrange a meeting with your child and child's teacher.
If you keep up with your homework, you know what's going on in class. You will know more, and when you have a quiz or test, you won't have to study so hard. Reviewing your classwork will help you on your homework, too, by reminding you of what you've learned so that you will remember it when you see your homework questions.
It's illegal for universities to ask disability-related questions on applications, or consider disabilities in admission processes. It's up to the student/prospective student to disclose this information or not, but to my knowledge, it cannot legally bear weight in the admissions process. Once the student is admitted, there are resources/accommodations available to the student to level the playing field in terms of testing and classwork.

If, as a teacher, you know how a student learns you can help that student learn better and faster. In doing so the student will feel success and work harder to learn. Thus, they will learn more and retain the information. This works with all students.
No, studies have shown that the only music which helps you to study better is soft, instrumental music -- no loud beats and no vocals at all.
