i think you may want to reword your question.

is there rust already, and are you just painting over the rust?

in this case, paint will not stop rust. eventually, the rust will bubble up the nice looking paint, and it'll continue to rust through.

If there isn't rust yet,.. two advantages to using paint (as opposed to using oil or other processes) to PREVENT rust:

1) relatively cheap and available (it can be as simple as rattle can or as fancy as a professional paint job)

2) you can get any color you want (using other means to stop rust just isn't as purdy) :]

Paint does not rust. Metal will rust if it is not coated with paint, or some other coating that will resist rusting. Some metals, such as stainless steel, may not rust, but can rust, depending on the quality of the stainless steel.

Most car bodies are made of steel that will rust if exposed to the elements. This can happen when the paint gets a scratch through the paint into the metal. Once rust gets started, it will continue to spread until it is stopped.

States that use salt on the roads in winter, have much more rust because salt speeds up the rusting process.

To remove rust, it can be sanded, or there are chemicals that will eat light rust, and remove it. Heavy rust should never be removed by checmicals, it may require grinding, or sanding by a machine. Small areas can be done by hand.

Once the metal is cleaned, and all oils are removed by a wipe with denatured alcohol, the metal should be primed with a good metal primer. The primer is a type of paint that adheres to what ever it is applied. Once the primer drys, it will stick to whatever it is on, and paint will stick very well to the primer. Primer can be used on all metals, plastic, and even glass. Although, I do not suggest that glass be painted.

There is chemical coating that can be applied directly to rust, even heavy rust, although I suggest removing any loose rust first. The rust will react to the chemical, and form a hard barrier that will stop, or slow the rusting process, and allow paint to be applied. This chemical goes by the name "phosphate coating", and may have other product names asscoiated with it. I suggest that you always remove as much rust as possible before applying any coatings, or paint.
