Dry paper is less dense than water and will float.

But paper is absorbent: when in contact with water, it will start to absorb water into its fibers. This increases the density, so eventually it becomes saturated and sinks. Paper boats can be made, where only a small portion of the sheet is touching the water, slowing the absorption rate and allowing it to float much longer.

It floats until it gets too wet and then it sinks. so basicaly, after time it does both.
