No not technically. It depends on what you consider fins. Shellfish are called shellfish for the reason that they have shells. Lobster do have a sort of "Flipper" on their rear. I don't believe it is a fin but it depends on your view.

The only reason I can think of for asking this is because of the Biblical dietary prohibition on eating fish without fins and scales. Observant Jews do not eat shellfish because of this.
