It can. Generally..plain water is far to fast of a quenchant and you also have the risk of it not quencing properly due to the steam layer. This results in steam quenching it instead of the water which causes the hardening to be uneven. This can cause severe warpening and even breakage in some cases. Water can be used as a quench medium though..it has to be done carefully, move the object in a vertical motion to break the steam layer and use a interrupted quench.
Never move it sideways or in any other direction besides vertical.
