No one knows for sure if Rico knows that Miley is Hannah. He was a narrator in "He Could Be the One" and "I'll Always Remember You", so it is possible for him to know. Also he knows Miley's dad is the famous singer Robby Ray. Rico has always had suspicions about her being Hannah. So the only people that know her secret are Lily, Lily's parents, Oliver, Oliver's mom, Jake, Jesse, her family, Siena, everyone in Crowley Corners, Roxy (her bodyguard), Officer Diaria (seen in "Ready, Set, Don't Drive"), his daughter Kelsey (also in "Ready, Set, Don't Drive"), and The President of the United States. I might have left out a few people.
