sterling I have a set of Wm Rogers & Son AA in front of me and it is definitely silverplate. So it is not necessarily sterling.

The 1847 Rogers Bros. IS Flair is made from sterling silver. This means that it is actually 100 percent real silver.
If it is sterling it will be imprinted on the piece. Otherwise it is silver plate. Most Rogers Brothers is silver plate.
I dont know about the 1950's, but Wm Rogers did make sterling, look for the mark sterling or 925, I believe they also consider 800 a low grade of sterling

From my current research into silver I would guess it's the purity. 999 is the purest silver you can find, Sterling is stamped 925, or 92.5% silver. I would guess 963 means 96.3% silver.
