It all depends. If you are downloading it from a website such as YouTube or Veoh, then no. But if you are on a site, such as http://dctp.ws where they have anime and manga subbed by them, then it is legal since they are spending time and work to give you something and are hoping for you to download it!
Nobody knows right now! But, the ending will pretty much be after we find out who the boss of the black organization is. To find that out, Gosho Aoyama has given us a few hints:the boss has been mentioned somewhere in the manga already (his/her name) (Possibly a common character we see?)Haibara WILL be surprised when she learns! Some people believe Conan will either revert back to himself and end up with Ran, some believe he will stay Conan and be with Haibara, some believe both Conan and Haibara will revert back to themselves and be together, but we don't know that yet. Most likely at the end Ran and maybe others will find out the secret of Conan, and he more than likely will revert back to himself, and (not saying this because I'm a Shinichi/Ran fan, but to be more realistic), he probably will end up with Ran, because they both can't stop liking each other no matter what, they get jealous a lot, and, well, Ran is Gosho Aoyama's favorite character, and he won't give her a sad ending!

In the Detective Conan series, the birth years of Ran Mouri and Shinichi Kudo are not explicitly stated in the manga or anime. However, it is generally assumed that they were born around 1978-1979, based on certain clues and references throughout the series. For example, in one episode, it is mentioned that Shinichi Kudo's parents got married in 1977, which would suggest that he was born sometime after that year. Additionally, in another episode, Shinichi mentions that he was born in the year of the Horse, which corresponds to the years 1978 and 1990 in the Chinese zodiac calendar. Based on these clues and assumptions, it is likely that Ran Mouri and Shinichi Kudo were born in 1978 or 1979.
Uhhh...could it possibly be Detective Conan?
Yukiko Kudo, Conan's mother, appears in various episodes of Detective Conan including "The Kidnapping of a Popular Artist Case" (Episode 176) and "Deduction Showdown at the Haunted Hotel" (Episodes 621-622). She is also featured in the manga series "Detective Conan" by Gosho Aoyama.

I'm guessing you mean Haibara Ai, a former black organization member who's sister, Akemi Miyano, was killed by the black Organization. She was formerly known as Shiho Miyano, aka "Sherry", and she created the APTX 4869, the drug that shrunk her and Shinichi/Conan. She first appeared in episode The Girl From The Black Organization and The Murder of the University Professor (2 hour special), which is Volume 18 File 6- Volume19 File 1 in the manga
