No tarnish is caused by oxidation of impurities in the silver; that means that when air comes in contact with impure silver, the impurities turn a dark color. Super-refined silver does not tarnish as easily because there is no hydrogen sulfide impurity in it.

The tarnish does not make the silver item stronger, it actually can cause the item to have less silver. Polishing a tarnished item to make it shiny again removes a small amount of the metal. Take care against over-polishing any silver item.
