No it doesn't. A new line of the metro is being built to serve the airport and will be opened in 2016.

You can take the Red line on the Metro Rail to the Metro Center stop, which takes about 5 minutes. Then change to the Red line and go to the Rosslyn Station, which is about another 5 minutes. This will cost 1.35-1.85 depending on the time of day. From there catch the 5A bus, which comes about every 40 minutes and will cost $3.10, but be certain to have the correct change. This will drop you off at the airport and takes around 30-40 minutes. Besides using a private car, Washington Flyer will take you directly to Dulles Airport. Of course, you'll have to make reservations well in advance
go to mapquest.com or google.com (and use their search engine)

Whachoo talkin' 'bout, Willis? United 163, nonstop from IAD (Dulles Airport in/near Washington DC) to MAD (Madrid, Spain). And the reverse is United 164. You can't have looked very hard, because I found that in literally less than a minute. In general, the reason for there not being direct flights from point A to point B is that not enough people want to go from point A to point B to make it economically viable to offer such a scheduled flight.
