I wasn't in the Navy, but I did spend two years in the Army Guard. They do an initial drug test at MEPs when you go in to get your entrance physicals and take your oath and sign your contract. MEPs is where they will make the final determination as to whether or not you can join. If you have any hesitation about joining, this is the place to speak up, if you don't want to join, let them know BEFORE you sign the contract. After that, I'm gonna guess probably monthly/bi-monthly. But in all actuality, when you are active duty, the tests are random, so if you're planning on making a career out of the military and don't want to take the risk of getting kicked out, then don't smoke pot.
There's a drug test before you enlist in the Navy, one when you arrive at basic training, one at every base you ever go to and random drug tests the entire time you're in.
