More than likely you have a bad ignition switch however your anti-theft system could still enabled.
Passlock is an theft deterrent system introduced by GM in 1996, designed to prevent vehicle operation if the proper ignition key is not used to start the vehicle (passlock wasnt used in s-series until the '98 model). The Passlock Anti-Theft system involves resistor codes which are generated by resistors located in the ignition key cylinder switch.

Some possible causes: The dealer replaced my theft deterrant system switch. The car 2003 malibu, was still under warranty when this happened the first time. It still happens now, but since the car is out of warranty, I have to leave the switch on for exactly 10 minutes, and the light quits flashing. Then turn back on and leave it for another 10 minutes and the light goes out. The car will start after the first 10, but the theft light stays on. The auto dealer and Chevrolet do not want to address this issue. Maybe the ignition switch. Leave the switch in the on position (without trying to start it) for 10-15 minutes and see if the theft light goes out. If it does then try to start the car. A new ignition switch installed at the dealer is about $380. I had that happen to my car and it was the ignition and some components with the anti theft system it was expensive to fix. This also happens to my car but I've been able to avoid it happening by fully inserting the key into the ignition every time. Haven't had a problem for 3 months since figuring this out.
The anti-theft feature prevents the car from being started when one of several anti-theft devices is faulty are have otherwise been activated. The problem you describe might be the ignition switch, which is known to wear out quickly on those models. The system can be completely disabled only when the car is running (meaning the theft deterrent system is inactive after the Passlock II system detects the proper key in the ignition). A wire can be cut that would permanantly disable Passlock II, meaning any key that opens the door (or a screwdriver) could start the car. If the ignition swtich goes out or this wire is cut while the engine is off (theft deterrent system is active) then the car will have to be towed back to the dealer to have the ignition system replaced and reprogrammed.
You can reset the theft system in your 1994 Cadillac Deville by putting the key into the ignition. Turn the ignition to the auxiliary position, without starting the engine. Leave it in this position for 30 seconds.

First, disarm the theft deterrent system. Then you can power off and disconnect it.
If the Ignition switch is faulty, all you need to change is the switch module, not the lock cylinder. Normally removal of the switch module, is just a matter of removing a couple of screws. Replacement of the steering lock and ignition switch assembly, is usually only required following an auto-theft.
