Kind of. It does seem to work off of radio transmissions. I went into my room with a router and tried it, and it said "Bug Detected." I got the same "Bug Detected" result when I was constantly pressing the refresh button on a computer's browser which is wirelessly connected to the router and so would have been transmitting to it. So odds are the bug detector would also work if there were a microphone sending out a radio transmission in the room, and my search on the web confirmed as much.
So the short answer is yes; it will detect bugs. It will sometimes generate false positives, since it doesn't discriminate all that well about what radio signals are being sent (e.g. router and computer). Still, the fact that it works this well at all for a toy watch is remarkable.
