Since white reflects light and does not absorb it, it reflects infrared, and ultraviolet, the wavelenghts of light typically referred to as heat. It is not absolute, as there is only one true white, but many very close colors that are indistinguishable from white to the naked eye, but may not reflect ultraviolet, the main source of heat from our sun. In short, yes. A white object will be cooler than a black one.

AnswerIt is not exactly a case of reflecting or absorbing "heat". An object appears white if it reflects light. If an object absorbs light, the energy of the light is converted into heat energy within the object. Therefore, a white object will absorb less radiation and therefore will heat up less when exposed to light. Note that a this only applies for heat transfer via radiation.
