This usually means that it depends on continuous flow to work. The fluid supply line to the core could be blocked or routed incorrectly, or the core could be bad. Its possible that a previous owner had a leaking heater core and bypassed the heater core entirely (happened to me) and never told the purchaser.

check and see if the thermostat been removedcheck to see if the heater core has been bypassed. if the heater core was leaking at some time in the past, the previous owner may have bypassed it (with a 2 dollar hose bypass kit) instead of actually fixing the leak. this was the case on my 1990 xj6.

For some reason, warm engine coolant is not being circulated through the heater core. Perhaps the thermostat is bad, the heater core could be plugged, the control valve could be broken or inoperable, someone could have bypassed the heater hoses... I'm sure I'm forgetting something.
