There are actually four jugular veins in total in the neck. Two in the innerside of the sides of the neck and two on the outside. While they don't carry the most blood, they do carry a large volume of blood. They're a big part of delivering and taking blood away from the brain and head area and can kill you quickly if something punctures them. (It'll cause you to bleed out a lot.)

The vein that carries deoxygenated blood to the heart from the upper body is called the superior vena cava and the vein that carries blood from the head to that vein through the neck is the jugular vein.
