I'm not a scientist, but I suspect the flies are attracted to the proteins that are in urine.
They probably have learned to associate the smell with the benefit.
I can't find any research on this, but that's my best guess.

The dog urine does leave a smell and the mice are attracted to bad smells and rotted food. So it is possible that mice are attracted by the urine.
Some people do believe fish are attracted to urine. It is not recommended though, for some fish may be killed from the chemicals that are found in urine.
