A US citizen cannot get a Colombian Passport unless he/she is Colombian him/herself.
The only thing that a US citizen needs to go to Colombia is his/her US Passport. If planning to stay for more than 90 days , or have plans to study or work, he/she would also need a Colombian Visa on his US Passport.
Now, if the US Citizen happens to be Colombian (dual citizen) , he/she is required to use a Colombian Passport to enter and exit the country.
