Yes, infants need passports, even newborns. Also both parents must sign the forms.

Yes, any one travelling to and from the USA must need a valid passport. Even if the child is only a few days.

******Not true, I just called the U.S. Passport Service and they stated that if you DRIVING, children under the age of 16 only need to present their birth certificate.******* this call was made on June 8, 2010.
