The Demon Fox persuade naruto on taking off the seal and Naruto almost take it off, that's when his father, the 4th Hokage appear as a memory and pull naruto away from the Demon Fox and tell naruto that he is his father and tell him stuff about the time when the Demon Fox attack Konoha. Mainly because Minato Namikaze appears within his subconcious to stop him from releasing the 9 tails completely, and completely restoring the seal before departing. However, Naruto was given the "key" to his seal which was left to Jiraiya by Minato, then eventually passed on to Naruto by Jiraiya as he felt he wasn't coming back before his fight with Pain. After defeating Pain, in theory Naruto 'could' go 8 tails again if he wanted, but it is currently unknown how the 9 tailed demon fox's chakra will react to Naruto now he has full mastery of it.
