No - They're intended for low vision situations as when there's fog or mist. The heavy rain simply spreads the beam - making it dazzle oncoming traffic.

Some people seem to think so, but I absolutely don't. Driving really slowly is the only thing that helps in really heavy snow. I've been blinded many a time by people that use fog lights in addition to regular lights, and here in Norway it is forbidden to do so.

No...it lights up the fog making vision worse. Fog normally is least dense at the bottom and rarely reaches all the way to the ground. Thats why fog lights are way down low and why low beams are better than high beams when driving in fog.

Working fog lights are important to have a car for safe driving. The wiring diagram for the fog lights of a Toyota Avensis can be found in the maintenance manual.
When driving in fog it is best to drive with low your light on low beam. This will ensure that you get clear vision. You can use fog lights if you have them on your car and do not speed.
I don't use fog lights while driving in a foggy weather because I don't find it very useful at all. I just turn on my cars high beam lights.
