As government bureaucracy increases, government expenses increase. Regulations increase. Every new piece of paper that some businessman must fill out is actually a new tax. He or she must hire a secretary to fill out the form. One manufacturer has a full time employee hired just to fill out forms for the various governments. One principal has an employee working full time filling out forms meeting requirements for all the bureaucrats. Pure grants without strings attached would put that employee in the classroom. Still, the bureaucrats will find work to do. They want to keep their own jobs. They don't care how much hassle they cause for other people.
