dash lights and tail lights cut out
Lighting module under dash. It's the brain that controls headlight on/off/automatic. Circuits get weak and go haywire. Silver rectangular with a sticker on it that says lighting module
No, they are separate circuits.
Flasher functions are part of the lighting module, there is no separate flasher.
There isn't one. The 1995 Grand Marquis uses a lighting control prossessor. They are very expensive to replace. The part cost me $325.00.

The EDIS-8 on a 92 Grand-Marquis is on the firewall just in front of the driver, under the hood's edge. A bad place for an expensive piece of electrinics as the thin circuits get rained on and damaged by rust. Andre Plamondon, martialartsword@live.ca
You need to Replace The Lighting Control Module (LCM). This is not a cheap part, but a common one to fail.
A no start condition where the starter just clicks.

It's integrated into the LCM (Lighting Control Module), located under the dash just below and to the right of the steering wheel. They are pricey.
Go to a Ford dealer parts department and request the part number and diagram of the part location. I did this for my 2004 Grand Marquis. Same one that controls interior lighting lights come on inside car trunk should too when opened check lightbulb change if necessary have a good day
