An engine that vibrates at 3000 RPM has an issue with balance. The harmonic balancer or the crankshaft can become out of alignment.
RPM stands for Revolutions-Per-Minute, and is counted at the crankshaft. At 3000 RPM the engine is spinning twice as fast as at 1500 RPM.

3000 rpm means that the engine is doing 3000 revolutions per minute. In a lower gear at the same speed the engine would be doing more revolutions per minute.
3000 rpm is red line. Red line is about 3000 rpm,
around 3000 rpm is a safe bet. It would help if you described the engine ( 4cyl / 6 cyl / 8 cyl.. 2700 - 3000 is safe....

The PCM ( Powertrain Control Module ) will limit the RPM of the engine in order to protect the engine ( on the 4.0 liter V6 engine it starts to cut back on the fuel at 5200 RPM ) when it is in gear and I believe around 3000 RPM in neutral or park when there is no load on the engine
