First, you have to ensure the employees know what is expected in terms of ethical behavior. You can do this by developing a written code of ethics, make sure the employees have read it, and follow up through appropriate training sessions. If that code is broken, then appropriate, fair, and consistent action must be taken. You cannot have a code of ethics, and not act on it in a fair and consistent way.
