Hydrogen bonding would be the major IMAF, but it should also have dispersion (london) forces. I just did a problem about this on Mastering Chemistry HW, and they claim it also has dipole-dipole interactions, but the most stable geometric configuration of this molecule shouldn't have a dipole--as the vectors will cancel out. Go with hydrogen bonding + dispersion IMAFs in my opinion...

Is ethanol more polar than ethylene glycol?

Ethylene glycol is more polar than ethanol - a rough measure of polarity is given by the dielectric constant. For example, water is 80, ethylene glycol 37, and ethanol 24.3. Water is the most polar, followed by ethylene glycol and ethanol. Another way to think about it is that ethanol has one alcohol group, and ethylene glycol has two, so it is more polar.

Is Ethylene glycol secondary alcohol?

NO! Ethylene glycol is deadly poisonous even in relatively small amounts. Ethylene glycol is not ethyl alcohol, which is the only alcohol humans (or animals) can safely drink.

Can propylene glycol antifreeze and ethylene glycol antifreeze be mixed?

Yes, Ethylene glycol and Propylene glycol are very similar chemically, therefore, can be mixed without any bad consequences for the engine.
