generally a rherorical question is one where the asker doesn't want an answer, but wants the listener to think more deeply about something.

Example: (mother to bad kid) "How would you like it if someone threw your jacket in the dirt?"

example (politician to crowd) "Are we just going to ignore this act of aggression against our country?"

etc.

rhetorical questions are used a lot by philosophers like Plato, and really any good speaker uses them.
