Hydrogen bonds emerge due to the properties of a water molecule. Hydrogen atoms are able to bond with another water molecule due to it's polarity.

Water also has a high boiling point because of it's multiple hydrogen bonds. These bonds also contribute in making ice less dense than water, allowing it to float.
