This is a rather simplistic euphemistic way of acknowledging that a room, or a grade of room, has been assigned to an arriving guests.

Hotels, just as with the airlines, sometimes deliberately 'oversell' their hotel. This means, if your hotel has 100 rooms, you may accept reservations each night for up to 101-105 rooms, anticipating that there will most likely be a number of last minute cancellations, no shows, etc.

Finalising your daily balance of number of available rooms, against the number of reservations you have, 'the act of 'rooming' suggests you've examined each reservation, considered any pertinent information, such as whether the guest is a long-standing return guest, who deserves to be upgraded at all costs, or is a member of a frequent-guest programme which mandates a higher quality room above the level reserved, etc., And that you've ensured that your most important guests (they're ALL important!), has their room waiting for check-in. (this includes ensuring flowers, candy, or any other amenities the guest wants, such as foam or feather pillows, additional towels, preferred views, floor level, etc).

One you've 'roomed' all your guests, you can see how many remaining rooms you have available against the number of reservations you have. It may be that you're placed in a position where you're delicately having to balance (and pray) that some may not arrive, that out of service rooms are put back into service, and late check-outs are hastily cleaned to accommodate the number of remaining 'un-roomed' guests awaiting your attention.
